Day Care Operator Wanted

Care Net of Dane County invites proposals from qualified daycare operators to provide daycare services within the Eagle Harbor Affordable Housing complex at 1360 MacArthur Road in Madison, WI. The purpose of this RFP is to select a daycare provider who will offer high-quality childcare services to the local community.

Eagle Harbor is an affordable housing complex located at 1360 Mac Arthur Road in the Northeast side of Madison, WI. Eagle Harbor is located on the east side of Madison, near a bus line, shopping and commerce. The development provides 36 1, 2 and 3 bedroom section 42 housing units with a dedicated daycare space on the first floor.

The space is approximately 2,065 ft², consisting of 3 daycare rooms, a common area, an office, restroom, kitchen and utility room. There is also an outdoor playground space that is fenced in. The daycare is set up for birth through age 5. Total classroom capacity is for 36 children.

The daycare is located in the residential neighborhood of Mayfair Park. Both the housing unit and the maternity and parenting home adjacent to the daycare provide a flow of prospective infants and children for the facility.

Scope of Services

The selected daycare operator shall provide the following services:

Full-time daycare services, at minimum the hours will be 7:00 am to 5:30 pm weekdays, extended hours are preferred.

• Be licensed and registered by the State of Wisconsin Department of Children and Families
• Provide, at a minimum, nutritious snacks for children. An optional lunch program may be included
• Staffing including qualified and experienced caregivers
• Safety and security procedures
• Administrative and billing services for clients
• Workers Compensation for staff
• Liability insurance coverage for the entire daycare physical facility and staff
• Must accept Wisconsin Shares Child Care Subsidy

Proposal Submission Requirements

Interested parties should submit the following with their proposal

• Company profile highlighting relevant experience in childcare services
• Staffing plan including qualifications
• Safety and security plan
• Financial proposal including expected rates for childcare and expected lease payments
• Relevant references from previous employers and clients

Evaluation Criteria

• Experience and reputation, particularly in serving low-income families
• Willingness to provide Eagle Harbor and Care Net clients with a priority status for wait list
• Qualifications and staff experience
• Safety and security plan quality
• Financial proposal
• References
